Desert Willow Apartments (DWA) is a HUD 811 project (# 122 HD 162) independent gated living apartment complex. It includes 14 rentable one-bedroom units and a two bedroom unit for an on-site manager. The common area includes clubhouse, laundry, fountains, and garden. HUD rent subsidies make the units affordable. The apartment complex was built with public and private funds. The following agencies participated:

- County: $133,350
- City: $75,000
HUD approved the project. Kern County used one of its Not-For-Profit 501c3 Corporations, Community Action Partnership of Kern (CAPK) and the newly formed Desert Willow Apartment Corporation to oversee the building of the apartments. CAPK phased out as DWA took over operations in the spring of 2010. HUD regulations and California rental property law governs operations.
DWA is a non-profit public benefit corporation and is not organized for the private gain of any person. DWA is operated by a Board of Directors of between 5 and 9 members. HUD conducts inspections and requires regular audits to insure HUD 811 project compliance. The Board of Directors are dedicated to being the best stewards possible of a public asset provided to helping the community of Ridgecrest and the surrounding area. DWA contracts with a management company to oversee day to day operations. For the most part, the operation is transparent to the public. The Government agency responsible for this project is:
